A group of high school students known as the “Waldos,” hailing from San Rafael, California, used to meet at 4:20 p.m. after school by their campus’ statue of Louis Pasteur to partake. They chose that time as most extracurricular activities had ended. Since they met at a wall, “Waldos” became the name the group was known by. 

Some also say the term 420 comes from a group of Deadheads in Oakland passing out fliers inviting people to smoke with them on April 20 (4/20) at 4:20pm. The tale says that one of those fliers found it’s way to High Times Magazine.
